Also people look WAY to deeply ad literally into the rules when the answer is so simple. Other’s aren’t allowed to kill others. That’s it. That’s the rules. Juliet broke/changed them too when she killed Danny. Since no more is ever mentioned about it, this is what we must assume they’re referring to.
