Calvin’s right about Hawks, his initial goal was to infiltrate the League of Villains to gather information. All of the stuff with the Meta-Liberation Army happened after he made contact with the league. The timeline gets a little wonky because they changed the order of the arcs in the anime, and the arcs were already ordered non-chronologically in the manga.
Also if you look closely during Twice’s backstory, you can see the Gorilla cop that talked to Gentle in the background of the scene with the cop. It’s interesting that he says basically the same thing to Gentle that this cop tells Twice.
