He ordered the assassin attack on the mansion. He didn’t claim he ordered the attack on Ram’s village, just that he was somehow responsible for it. The anime leaves out the details, although honestly I like it better this way, even if it doesn’t make much sense in terms of the activity of the witch’s cult.
