Yeah, this *is* pretty much a set. As a bit of fun trivia, it’s the same set they used for the Doctor Who episode “The Fires of Pompeii” back in Season 4.
This is a famous Italian filming site called Cinecittà Studios. They built a massive replica of ancient Rome and other places. They also filmed the movie “Gangs of New York” there.
Those stick things are the fasces. The lictors (bodyguards, heralds) carry them as a symbol of the authority of the person they are escorting, or imperium. The fasces were an axe, or two axes, with the handles surrounded and bundled with a bunch of sticks. These symbols were later co-opted by the fascist party.
