I’m not so sure, The Watcher seems to believe that Ultron should NOT be able to do what he is doing with Ultron just kind of brushing it aside and saying “In a multiverse anything else is possible.” I’m fairly sure the rules established in the MCU thus far seem to heavily imply the stones are tied to a specific branch of the multiverse, with Ultron finding some way of making it work. I personally think that the Watcher’s realm is somehow linking the mulitverses allowing the infinity stones to retain their power but that’s just wild speculation at this point.
